On July 27, with the approval of the State Council, seven authorities including the National Health Commission, National Disease Prevention and Control Administration, National Development and Reform Commission, Ministry of Finance, Ministry of Agriculture and Rural Affairs, General Administration of Customs and National Administration of Traditional Chinese Medicine jointly released the 15th Five-Year Plan for Disease Prevention and Control.
The Plan targets the establishment of a modern disease control system with Chinese characteristics by 2030. It aims to refine institutional mechanisms for coping with large-scale epidemic risks, operate an efficient multi-point-triggered and responsive infectious disease monitoring and early warning system, and significantly upgrade capabilities in scientific assessment, targeted prevention, emergency response, medical treatment and material support. Breakthroughs will be achieved in public health research and talent development to better prepare for emerging infectious diseases and curb risks of major infectious and non-communicable diseases.
Prioritizing major infectious disease prevention under the strategy of simultaneous prevention of multiple diseases, the Plan outlines six core tasks covering respiratory, vector-borne, blood-borne and sexually transmitted, zoonotic, vaccine-preventable and other infectious diseases. Special columns are also included to roll out dedicated prevention and control initiatives against major infectious diseases.

2026 年 7 月 27 日，经国务院批复，国家卫健委、国家疾控局、发改委、财政部、农业农村部、海关总署、国家中医药局七部门联合印发《疾病预防控制 “十五五” 规划》，明确我国未来五年公共卫生体系建设发展路径。
规划设定 2030 年发展总目标：全面搭建现代化、本土化疾控体系，优化疫情风险处置机制，建成灵敏高效的传染病多点监测预警网络，强化精准防控、应急救治、物资储备等综合能力，补齐公卫科研与专业人才短板，全面降低新发突发传染病、重点流行病的健康威胁。
重大传染病防控被列为本次规划核心工作。文件遵循多病同防统筹思路，划定六大重点工作方向，覆盖呼吸道、虫媒、血源及性传播、人畜共患病、疫苗可控疾病及其他类别传染病。此外，规划配套设立专项专栏，落地针对性专项行动，系统性筑牢传染病多层防线。
业内表示，该规划统筹多部门资源协同，兼顾常态化预防与应急处置，将持续完善全国公共卫生防护屏障，切实降低各类重大疾病带来的社会与医疗负担。

北京法玛星深耕透皮给药技术十余年，全资持有生产平台武汉法玛星制药，手握氟比洛芬凝胶贴膏、洛索洛芬钠凝胶贴膏两大镇痛核心批文。其中氟比洛芬凝胶贴膏为国内首家通过一致性评价的仿制产品，打破长期市场垄断，凭借低肠胃刺激、长效镇痛优势，院内市场规模超二十亿元，技术与产品壁垒突出。

本次收购将补齐白云山何济公外用制剂板块短板，企业原有外用止痛中成药管线，可与法玛星化学透皮贴剂形成中西协同，覆盖骨科、风湿类疼痛全场景治疗需求。依托广药成熟全国商业渠道，法玛星优质透皮产品有望快速拓宽市场覆盖面。

2026 年 7 月 27 日，港股企业佳兆业健康发布公告，旗下核心医药平台青海制药申报的盐酸氢吗啡酮注射液（规格 1ml：2mg）于 7 月 21 日正式取得国家药品监督管理局核发药品注册证书，获准在国内投产销售。
